What is Personal Emergency Response Services (PERS)?

A PERS device is an electronic device that has a help button the member uses to call for assistance. When the button is pressed, a certified emergency response operator is alerted. The monitoring center is open 24 hours a day, 7 days a week. Trained operators can contact family members or emergency services as needed.

What types of PERS devices can members get?

Mobile devices can be worn around the neck, clipped to your hip or purse, or on the wrist. Options include a PERS device with a wristband, lanyard, which is worn around the neck or a belt clip. All pendants are water resistant.

PERS mobile devices have GPS technology. This allows members to get help both at home and away from home. Mobile devices use cell towers to connect the PERS device with our call center. No cell phone is needed for the devices to work.

If help is needed, the member presses the help button. This sends an alert to the monitoring center. You and the monitoring center will speak to each through your device.

Home-based PERS units are for members who live in an area with limited or no cell connection or are homebound. Standard units connect through the member’s home phone (or landline). This allows dialogue with the monitoring center.

A wearable device is needed to connect members to the base station. Members can select a lanyard or a wristband, which are water resistant. They provide coverage in and around the home 24 hours a day, 7 days a week.

How does fall detection work?

If the device has fall detection services enabled and a fall is detected, a call is placed within seconds of detecting the fall.* Through the device’s two-way speaker, the monitoring center representative talks to the member and gets them the assistance needed.

What if a member hits the button by mistake?

Mistakes happen and they are expected. When the button is pushed, an operator will answer. The member can simply tell the operator they do not need help.

Who provides PERS services to Independence Blue Cross (IBX) members?

Medical Guardian provides PERS services to eligible members. This benefit is free of charge to eligible members.

Which IBX plan(s) have a PERS benefit?

Eligible members must be a member of one of the following IBX Medicare Advantage plans: Keystone 65 Basic HMO, Keystone 65 Essential HMO-POS, Keystone 65 Focus HMO-POS, Keystone 65 Preferred HMO, and Keystone 65 Select HMO.

Members must also have a diagnosis of one or more of the following Neurologic conditions: Cerebral Palsy, Multiple Sclerosis, Transverse Myelitis, Muscular Dystrophy, Parkinson’s Disease; Stroke, Transient Ischemic Attack; Dementia; Fibromyalgia, Chronic Pain and Fatigue; Mobility Impairments; Osteoporosis With or Without Pathological Fracture.

How do members obtain a PERS device?

Members can request their PERS device online at persbenefit.com/ibx or call Medical Guardian at 1-800-246-3014 (TTY/TDD: 711), seven days a week, 8 a.m. to 8 p.m. Member should have their IBX Member ID number ready. This can be found on the front of their member ID card.

How will members get the device after they ask for one?

The PERS unit is shipped directly to the member. Instructions on how to activate and use the device are included. The Medical Guardian customer support team can help activate the unit and answer any questions.

*No technology, including Fall Detection technology, works 100% of the time. If a fall occurs, the help button should always be pushed when possible.
